The West African Tax Administration Forum (WATAF) was honoured to participate as a special guest at the graduation ceremony of the second cohort of the Leadership Excellence in Africa’s Public Sector (LEAPS) Programme, organised by the African Capacity Building Foundation (ACBF).
Held Thursday, June 24, 2026 in Abuja, Executive Secretary Jules Tapsoba joined other distinguished guests in presenting certificates to the graduates while engaging in high-level networking with partner institutions for strengthened collaboration.

The event provided an important platform for the WATAF delegation at the event to deepen existing partnerships and explore new opportunities aimed at strengthening the capacity of tax administrations across West Africa. Along with the Executive Secretary were WATAF Administration Manager Francis Ezeji, Program Manager Oluchi Anne Okolo and Communications Manager Danicius Kaihenneh Sengbeh.
WATAF and ACBF already enjoy a strong strategic partnership through a Memorandum of Cooperation (MoC) focused on building the capacities of West African tax administrations in the taxation of the digital economy.
The MOC, signed during last year’s WATAF High Level Panel Dialogues in Freetown, Sierra Leone, reflects the shared commitment of both institutions to enhancing domestic revenue mobilisation by equipping tax authorities with the knowledge and skills needed to address emerging tax challenges.


The ACBF LEAPS Programme is designed to develop the leadership potential of outstanding young public sector professionals across Africa, equipping them with the competencies required to drive institutional excellence, innovation, and sustainable public sector transformation at both national and regional levels. WATAF opts to collaborate in such endeavors particularly for tax authorities.
Through its participation, WATAF reaffirmed its commitment to fostering strategic partnerships that promote leadership development, institutional capacity building, and stronger tax administrations in support of sustainable development across West Africa.
