WATAF to Train Guinea-Bissau Officials on VAT Implementation

The West African Tax Administration Forum (WATAF) is set to host a comprehensive training programme for the Directorate General of Contributions and Taxes (DGCI) in Guinea-Bissau. This training, scheduled to take place from January 13–17, 2025, at the Bissau Royal Hotel, marks a critical step in the country’s transition from a Goods and Services Tax (GST) system to a Value Added Tax (VAT) framework.

The training, funded by the Open Society Foundation under the “Strengthening Tax Systems in West Africa Through Popular Participation” project, aims to enhance technical and institutional capacities within DGCI. The initiative seeks to facilitate a smooth VAT roll-out, improve revenue collection, and bolster public trust in the tax system.

Objectives of the Training

The programme is designed to:

  • Equip DGCI staff with the technical expertise required for effective VAT administration.
  • Enhance understanding of VAT principles, legal frameworks, and compliance strategies.
  • Develop skills in VAT registration, invoicing, filing, and audits.
  • Strengthen communication strategies to promote voluntary taxpayer compliance.
  • Foster knowledge exchange and best practices among tax administrations in the region.

Key Activities and Structure

Over five days, participants will engage in interactive sessions, including lectures, workshops, and practical simulations. Each day will focus on a specific theme:

  • Day 1: Introduction to VAT principles and objectives.
  • Day 2: Drafting VAT legislation and understanding exemptions.
  • Day 3: Registration processes and leveraging IT for efficient administration.
  • Day 4: Public awareness campaigns and taxpayer engagement strategies.
  • Day 5: Real-world case studies and feedback sessions.

The training will feature renowned VAT experts from countries like Portugal, Cabo Verde, and Benin, offering participants diverse insights into effective VAT implementation.
