THE 4TH ANNUAL IBFD AFRICA TAX SYMPOSIUM

On May 9-11, 2018, the International Bureau of Fiscal Document (IBFD), organised the 4th Africa Tax Symposium (ATS), in Mombasa, Kenya. The theme was Trends in International Taxation: An African Perspective”.

 

The symposium brought together people of diverse interest in taxation, these include among others: Academics, Tax Advisers, Lawyers, Tax practitioners and Tax Administrators.

 

The West African Tax Administration Forum (WATAF) was represented by Mr. Babatunde Oladapo, the Executive Secretary, WATAF, who made goodwill message and provided the West African perspective on a panel that discussed ‘Domestic Resource Mobilisation in Africa’. THE COMING OF AGE OF THE WEST AFRICAN TAX ADMINISTRATION FORUM (WATAF)

The 13th General Assembly (GA) of the West African Tax Administration Forum (WATAF) was held on March 21 -22, 2018, at Transcorp Hilton Abuja, Nigeria. The theme of the GA was ‘Enhancing the Revenue Potential of West Africa’.

 

Under the overarching theme mentioned above, were discussions on thematic issues of domestic resource mobilisation (DRM) and Exchange of Information (EoI) within West Africa as well as their relationship with the enhancement of the revenue potential of the region.

 

The 13th GA was exceptional, as 12 out of 15 countries of WATAF members and other stakeholders gathered in Abuja, not only to exchange ideas on the themes aforementioned, but also to celebrate the “new age of WATAF”, as a fully-fledged international organisation.  The WATAF Agreement had to be ratified by at least five-member countries and the instruments of ratification deposited at the Secretariat. This was fulfilled with six countries (Burkina Faso, Cote D’Ivoire, Guinea Bissau, Liberia Niger and Nigeria) having ratified the Agreement, hence the official launch of the Forum at the opening of the 13th General Assembly on March 21, 2018.

 

Participants also witnessed the handover of the mantle of leadership of WATAF by Mrs. Elfrieda Steward Tamba, the Commissioner General, Liberia Revenue Authority to Mr. Kodjo S.T. Adedze, Commissioner General, Office Togolais des Recettes (OTR), represented by Mr. Adoyi Essu-Wavana, the Commissioner of Domestic Taxes, OTR.

CITN 20th Annual Tax Conference

The meeting will include a technical session which will have two panel discussions. The task for these panels is that of setting the tone for what is expected to be a discourse regarding the thematic issues of Domestic Resource Mobilisation (DRM) and Exchange of Information (EOI) within West Africa as well as their relationship with the enhancement of the revenue potential of the region.

 

The panellists are experts drawn from tax administrations within West Africa and reputable international tax organisations.

Tax Research in Nigeria – Call for proposals

The International Centre for Tax and Development (ICTD) is calling for research proposals in relation to the Nigerian Tax Research Network (NTRN).

ICTD is an independent research centre based at the Institute of Development Studies in the UK. The Nigerian Tax Research Network (NTRN) is a new initiative of the ICTD funded by the Bill and Melinda Gates Foundation. The goal of the NTRN is to support the generation and exchange of tax knowledge in Nigeria. NTRN stakeholders include tax practitioners and researchers from both Nigerian and international organisations. It is concerned with all topics related to taxation, ranging from tax policy to tax administration, and from academic papers to practical studies. Focus of research proposals: The ICTD will fund research projects that meet high academic standards of research quality and that are concerned with policy–‐relevant issues. We welcome proposals on all themes related to taxation in Nigeria and from all disciplines, including economics, law, accounting, and political science. The list below provides some themes of interest. However, proposals on any theme would be welcome, even if they are not listed below and as long as they are relevant to tax policy and tax administration in Nigeria:

  • Tax administration issues, including audits, ICT and data systems, third-party data collection, the modernisation of business processes, amongst others;  
  • Tax compliance with existing laws and regulations, and issues affecting compliance which may have policy implications; 
  • Tax optimisation regarding the mix between revenue maximisation and the other economic, political and social aims and effects of tax policies; 
  • Strategies to encourage voluntary compliance, including regarding procedures, transparency on rules and processes, and taxpayer education;
  • International taxation, including taxes on international trade, transfer pricing, tax treaties, international tax rules, and fiscal incentives (which are available both for domestic and foreign investors);  
  • Sub-national taxation, including property taxes and sub-national fiscal relations; and 
  • Fairness and equity of the tax system and tax burdens.
